Course Objective
After explaining the theoretical framework of the state budget, the aim is to understand the stages of planning, preparing, discussing and obtaining authorization for, implementing, and auditing the budget based on the Turkish budget system.
Brief Content of the Course
Definition of the budget, its historical development, budget functions and principles, preparation, approval, and implementation of the budget based on Turkish practices, budget implementation, use of appropriations, budget control, Turkish budget systems, and finally, explanation of the Strategic Plan-Based Performance-Based Program Budget System.
Prerequisites
In order for the course to be taught, students are expected to have certain basic knowledge and skills. Therefore, sufficient knowledge in public finance, introduction to economics, and basic law is required.
